There are three ways of creating your own customized ‘Welcome page’ for the desired Facebook page:
a) Graphical
In graphical option, ready-made images for your custom welcome tab are available. All you need to do is upload your graphics, save and preview the changes.
b) HTML
If you are a techie freak, you can opt for the HTML for more freedom and flexibility. Just submit your HTML code and Save. Welcome Applet supports most standard Web coding HTML, CSS, JavaScript.
c) Basic
The basic method gives the option to all those who don’t have a pretty graphic for the welcome page and don’t wish to mess with coding. The Basic option offers a visual editor for you to submit, format and style your welcome message. Also, it enables you to customize the background to make it look appealing.
Step 3: Create a Fangate Page
‘Fangate’ is a page for people who have not yet ‘Liked’ your Facebook page. It helps invite people to ‘Like’ the page. Once someone ‘Likes’ your page, the Fangate gets replaced with the Welcome page.
Turning ON the Fangate will show you the new tab to let you create a Fangate page the same way you would create your Welcome page.

Yeah, this is one way to do it if you want to install a third party application. There are several other third party application that allow you to do this with fan-gating.
The problem I see is that a lot of people that want a custom landing page on their fan page do not now how to write CSS or HTML code, so they develop some pretty bland looking pages.
I think some of the better fan pages I have seen have been powered by WordPress. This gives the admin of the page a complete website/blog to work with inside their fan page. I have already developed one WordPress theme specifically for Facebook and I am working on some others. They just provide so much more options than most of the third party application for Facebook do.
I agree with brad.. Creating a Landing Page with WordPress and the using it as a tab on your fanpage is turning into a much better option.
